How do yall handle getting a record from a court reporter for an appeal? Does the state generally pay for the transcript?

We recently requested one from our court reporter, and she sent us a bill. The bill was reasonable and we have no problem paying it, just wondering how other counties handle this?

In Collin County, if the State requests the record (for a State's appeal or other reasons) we are billed at the rate charged to indigent defendants. The Court reporter files the original with the trial court clerk, and both parties have it to use for the appeal.

In another county where I used to work, the State would sometimes be charged indigent rate, and sometimes the non-indigent rate. There, the practice was that parties who paid the non-indigent rate "owned" their copy and it wasn't filed at the clerk's office to share. That always seemed wrong to me.
