I have a lab report saying the substance contains XLR-11 and that it was federally controlled on May 16, 2013. I do not find XLR-11 in the controlled substance list. How do I charge and prosecute this substance?

How do I charge it. It doesn't fall under any substance I can see in our state penalty groups.

looks like it became schedule 1 on August 23, 2013. My date of offense is August 20, 2013. Think I'm out of luck.

Other jurisdictions have told us their PDs have testified to the fact that it is an analogue under 481.106.

My lab report has it listed as a 481.119 substance.
