Under TPC 22.11, does a correctional or detention facility include a facility used by a school district's own police department to temporarily house students taken into custody?

I don't think I can characterize the facility as a municipal or county jail (under TPC 1.07 (45)(A)) b/c it's run by the school district. Seems like, if anything, it's a state-run facility.

And since it doesn't house students 24-hours a day, I don't think I can characterize it as a residential facility under TFC 51.02.

Any ideas? I was thinking maybe the facility may qualify as a "juvenile processing office" under TFC 52.025. If so, would it then be a facility operated by or under contract with a division of TDCJ (under 1.07(45)(B))?
