Failure to Register - Out of State Equivalents Login/Join

I have a case where the guy has a sex offense out of Utah along with a failure to register conviction. I have the DPS list that shows his Utah sex offense is substantially similar to sexual assault in TX, so I'm good there.

My question is, does the Utah failure to register conviction count as a prior under Texas CCP 62.102(c)? I think that's the only way I'll be able to enhance him, since I can't get him under 12.42 (he only has one true felony and it'll only be a SJF failure to register here for sexual assault).
