Disconnecting Utilities in Retaliation Login/Join

Here are our facts:

Old Boyfriend disconnects Water/Electricity/Gas at New Boyfriend’s house in retaliation for New Boyfriend dating Girlfriend.

This has to be a crime. How do we charge this guy?

Assuming old boyfriend is not a party to the utility services contracts and was not otherwise entitled to have the utility company terminate service, look at PC Sec. 28.03 (a)(2) and (b)(4) and (D) and (c) if old boyfriend turned the services off himself. If old boyfriend pretended to be new boyfriend and got the utility company to turn the services off then look at PC Sec. 32.46 (a)(1).
