I know that DWI checkpoints are out, but it appears that DL checkpoints are ok, as long as the agency has adopted guidelines that remove officer discretion for what happens, and the action is approved by a supervisor. Has anyone drafted agency guidelines, and would you mind me plagarizing them (after all, it is the sincerest form of flattery!)

I was at a Capitol hearing earlier this summer when I heard an official with the Arlington PD state that they run DL checkpoints. You might try someone in Tarrant County to see how that works (or doesn't work).
