Anyone have any experience dealing with a common citizen (ie not a physician, druggist, etc)
who possesses chloroform?

I find it listed in Health & Safety Code 431.112, but nothing else.

Any suggestions?

Health & Safety Code 431.112 is titled "MISBRANDED DRUG OR DEVICE" and it looks like it would be applicable if the citizen was selling medicine that contained chloroform without listing chloroform as an ingredient.

Like (Di)Ethyl Ether, Chloroform has legitmate use as a solvent, so the citizen might not actually have any bad intent.

However, like ether, one does wonder someone would choose chloroform as a solvent when other solvents are more readily available. Off the top of my head I can think of two decent reasons: 1) Need a solvent that is not flamable 2) Need a solvent that is MORE dense than water.
