There is a county road that needs repair, a small portion of which is in the city limits of a municipality. A county commissioner has spread gravel to repair all but the portion of the road that is in the municipality. The precinct barn is on this road, and the county equipment trucks frequently run up and down it. Would there be any legal problem with the county commissioner repairing the portion of the road that is within the city limits?

Get an interlocal agreement with the city.

If you want a copy of an interlocal agreement for this type of work, I will email one to you, along with the required separate project approval form.
