Two questions for the board:

1. Tex. Loc. Gov’t Code § 262.031 allows commissioners court to grant general authority to an employee to approve change orders during a construction contract due to a changes in plans, specifications or to increase or decrease the quantity of items purchased. There is no such authority in TEX. GOV’T CODE §2254.002 for professional services contracts. Does the commissioners court have authority to delegate this similiar authority for IDIQ contracts which fall under the Professional Service Procurement Act. TEX. GOV’T CODE §2254.002.

2. If a TEX. GOV’T CODE §2254.002 IDIQ contract is about to expire and does not have an option for an extension, but the professional services are needed for the final phase of the project, can the contract be extended or must you go through the professional services procurement process?
