County has interlocal agreements (renewed annually) with local VFDs for fire services in unincorporated areas (LGC 352.001). VFDs fail to timely execute new contract and several months transpire during which compensable services are provided.

I know AG says can't pay w/o a contract (JC-0082). Contract now in place, but any thoughts on the best way to make payments for services provided during the "gap". Quantum Meruit?
