If nisi is filed but dismissed by the court for whatever reason, may the court still deduct courts costs from the bond? CCP 22.16 does not seem to address this question.

If the costs aren't addressed by statute wouldn't the question be governed by TRCP? If I recall, from back in the day, (and that's way back in another day), the trial court can assess costs on whichever party if thinks should pay. We typically don't worry about court costs unless we settle or collect a judgment.
