An attorney out of Houston, who has just recently been allowed to file a subsequent Article 11.071 death penalty case writ as to a mental retardation claim, has asked the trial court to appoint this individual to examine the defendant. Dr. Scarano is listed as an M.D., J.D. and is the Chief of Forensic Psychiatry Services of the Department of Psychiatry & Behavioral Sciences of the Baylor College of Medicine in Houston.

Has anyone encountered him? Any information would be helpful.
