Does anyone know the code section that tells the district clerk when she can make an indictment public record?

JohnR20.22(b)"If the defendant is not in custody or under bond at the time of the presentment of indictment, the indictment may not be made public and the entry in the record of the court relating to the indictment must be delayed until the capias is served and the defendant is placed in custody or under bond."

JohnRThis has been a source of alot of grief for us. We used to report every true bill, now we follow the terms of the statute, and we get complaints from other agencies, defense attorneys, etc., that they are entitled to know...
