Does a family member have to be "within the third degree by consanguinity or within the second degree by affinity" to meet the definition of "Family" under Family Code Sec. 71.003?

I am thinking that Goverment Code Sec. 573.002 may impute this requirement to sections 573.022 573.024 which is then encompassed in the definition in Family Code 71.003, but I have not found a case that answered this question definitively.
