Can a judge require the prosecutor to file subpoenas rather than simply call up witnesses and ask them to appear in court?

How bizarre. A motion to quash only works if the witness won't turn up without a subpoena. Somebody ask the defense attorney how he'd like it if defense attorneys were suddenly required to issue subpoenas for every family and friend they're going to bring in to testify, so the State has plenty of time to investigate them.
