Rep. Rick Hardcastle (R-Vernon) has filed
HB 2260. It represents a comprehensive improvement in how repetitious criminal conduct is used to enhance the penalty range for later offenses. If nothing else, I think this change in the law would assist in plea bargaining since it incorporates the concept of increased
minimum sentences.
Hardcastle also filed
HB 2259, dealing with how we prove the identity of someone mentioned in a prior judgment or order (based on the knowledge of the person convicted).
