Education Solution
Now that I see the Education bill is failing to get passed, I can reveal the easy solution to that problem. Legislators can take the same approach they took to "fixing" probation: early release.

Simply change the law to declare 10th graders high school graduates. By cutting the time in high school in half, you will immediately reduce the number of people in high school. With fewer students, teachers will have more time to educate, right?

If you make the change retroactive, you also solve the dropout problem because dropouts are suddenly high school graduates.

One more suggestion: give them credit against their future felony probation revocation for the time they spent in high school. Surely that should count as good conduct credit, eh? It finally all makes sense.
