Have a defendant that was convicted of Sexual Asslt. in June 1991. Defense is claiming that guy doesn't have to register for life b/c conviction is one that was in place before current version of Sex Offender Registration Program as amended in 2001 to cover acts/convictions before September 1991.

Legislative history from 2001 Texas Session Laws reads that the change in law amending Article 62.11 applies to offenses committed before, on or after effective date (Sept. 1, 2001).
