Can a prosecutor represent himself in small claims court without violating the rules for not practicing law outside the prosecutor's office?
Can anyone direct me directly to the statute that limits the prosecutors from practicing so I can read the exact details?

A. DiamondTexas Government Code, Chapter 46. And Texas Government Code 41.254.
If you are representing yourself, something you could do pro se even if you were not a lawyer, our reading has always been that it's not 'practicing law' and therefore it's ok.
[But you aren't representing yourself if you are representing a corporation that you own, or a family member, etc.]
