Isn't that one of those things that if you like it, it is "broad," but if you hate it, it is "vague"?

I think the pertinent question will be whether the suggested extended authority under the statute is, in the eyes of a court, "necessarily implied" (a la Guynes v. Galveston County) from the express grant of the statutory purview. Of course, the statute doesn't reach us on the prairie, so it's of little more than academic interest to us.
