In December, 2012, the Texas Supreme Court mandated e-filing in every district/county court across the state. Section 22.004 Gov't Code gives the Supremes the authority to dictate the rules of practice in Civil cases and has a specific section relative to e-filing for Justice Courts only; no similar provision for higher courts. Locally, we're looking at a large outlay of $$ for servers, etc. to implement this mandate. Is anyone encountering grumblings from those that pay the bills about this mandate? Oh, and if I understood correctly, Judges will have to get the "Judge's Edition" in order to access these digital only filings. Extra $$ for that.

I don't know if this answers your question, but HB 2302 from the recent regular legislative session will make changes to how the e-filing system in Texas is funded. You should review that to see if it helps.
