We don't regulate them; we count on them to oversee our probationers.

Here's what I think our rules would look like, if we were covered by subchapter B:

1. Don't kill it if it stands on less than four legs.

2. Don't package it for grocery distribution if it stands on more than four legs.

3. No more than 1.7 human fingers should leave the plant in any given shipment.

4. Chlorine bleach -- it's not just for municipal swimming pools anymore.

5. If the catfish in your dumping pond develop arms, legs or an affinity for Justin Timberlake, we will report you to TCEQ.
