Johnny has mental health "issues". He may be suicidal, may walk down the street unclothed, or do other acts which are not socially acceptable.

Police bring him to the county jail for "protective custody". My reading of HSC 574.027 and LGC 351.014 is that, absent a court order OR a homicidal person who is actively threatening others OR the commission of a crime...we have no reason to hold.
