Whose County has a Centralized Open Records Department?

Whose County has a Centralized Open Records Department?
Comal County currently does not have a centralized open records department. I am trying to research for our Commissioners Court how other counties structured a centralized department.

Generically, all Public Information requests end up in the Civil Division of our County, unless everyone in the County agrees that it is open.

The same is true in our office. In other words, our civil division is the unofficial public information department (i.e., deciding whether a request for decision, letter based on on-point authority or disclosure is appropriate under the statute) for the county. But each elected official has the discretion to handle any given request as they see fit.

Ditto for Lubbock County. We have one attorney in our Civil Division (Donna Clarke) who is our open records expert. She reviews every open records request that is forwarded to our office.
