Late yesterday I received a fax from the State saying that we can now do the order calling for the November 6 election. It is to be done in a "regular" (presumably 2nd or 4th MOnday) Commissioners' Court meeting posted appropriately for the Open Meetings act....'

Not having seen the letter you're talking about, I suspect that by 'regular' the Sec of State probably means 'not emergency', as in do the 72 hour posting. I doubt they are differentiating between 'regular' and 'special'. But the legal folks at the Secretary of State's election division are very approachable if you have a question.
