How many times do you have to serve a JD?

How many times do you have to serve a JD?
One of our county attorneys is trying to get one of his JD's certified as an adult. He got service on him once, but his atty sought and got a continuance. The def. atty. signed something saying he would waive service for the next court date. The judge who will hear the case says that's not good enough--only the JD can waive service, so he'll have to be served again.

Seems to me, once you get service on the JD, you can have as many continuances as you like, and he's still served and has to come. But, then, this is juvenile law, a place where common sense rarely intrudes.
