What findings is the court required to make with respect to the educational needs of a juvenile before committing them to TJJD (formerly TYC)?

here's the findings we have in our order:

"The Court, after hearing the evidence and argument of counsel, finds that the child is in need of rehabilitation and that the protection of the public and the child requires that disposition be made.

The Court finds that it is in the child’s best interests to be placed outside the child’s home.

The Court finds that reasonable efforts were made to prevent or eliminate the need for the child's removal from the home and to make it possible for the child to return to the child's home.
The Court finds that the child, in the child's home, cannot be provided the quality of care and the level of support and supervision that the child needs to meet the conditions of probation.

The Court further finds that:
a) There are no facilities, services and programs available, which would meet the needs of the child as well as the TEXAS JUVENILE JUSTICE DEPARTMENT;

b) The educational needs of the child can be met by the TEXAS JUVENILE JUSTICE DEPARTMENT;

c) The child's family is not providing structured supervision and appear incapable of
doing so;

d) The placement will deter the continuance of committing dangerous offenses to the public and continue supervision after release through parole.

The basis for these findings are stated in Exhibits A and B, incorporated herein."
