A female officer and a male citizen have a history of not getting along. Male complains that said officer is harassing his friend (friend is a convicted habitual felon). So, male citizen starts showing up at the officer's traffic stops and circling them, even shining a spot light at the officer (happens on several occasions). The officer is taking a theft report and the citizen drives by shining a very bright spot light (so bright that it temporarily blinds the officer and the person making the theft report). The citizen drives by the female officer's house frequently.
