I have not found anything other than State positions.

No requirement. Sometimes it might be useful to show that you complied with discrimination laws by seeking a wide variety of applicants.

There is an allegation by the newspaper that our CC violated their own policy manual by not posting a job before creating a new county department and filling the position. It appears the paper may be right.
