County contracting w/ atty's for CPS Ad Litem appointments Login/Join

Our ad litem expenses in CPS cases has exploded
exponentially over the years.

We were wondering whether a county can contract
w/ a set number of attorneys to handle all
CPS ad litem work in the county?

Or, we were wondering whether a county can
hire someone (w/ salary, benefits, and staff)
to be the ad litem on all CPS cases? On some
cases, there will be inherent conflicts
necessitating different or additional ad litem
appointments, but we believe that would happen
in very few cases.

Any thoughts to either of these proposals?
