County Venue Statute Login/Join

Long time no post. Here is the question. I represent a County Juvenile Board. I understand they may enter into contracts. But is the Board considered “a county” for purposes of Section 15.015 of the Texas Civil Practices and Remedies Code?
I know that 15.035 is a permissive venue provision allowing the parties to agree on venue for contract litigation purposes.
The mandatory provision would prevail, see Wichita County v. Hart, 917 S.W.2d 779 (Tx. 1996), The board is considered a county for 15.015 purposes.
