To my knowledge, Tarrant County is the only place where this goes on. The D is arrested on a warrant on Saturday night. Sunday morning, the D lawyer awakens a judge or magistrate who signs a writ returnable in three days and the D is released. I have had some child sex offenders who have been released in this manner who have immediately run to Mexico or points south never to be seen again.
