JUDGE: NO LONG-TERM PRISONER RESTRAINTS U.S. District Judge Jerome Friedman's ruling that the practice amounts to cruel and unusual punishment means convicted killer Charles Card -- a former inmate at Sussex II penitentiary in Waverly -- is entitled to monetary damages. On five separate occasions in 1999 and 2000, Card was strapped down for 46 to 48 hours after prison officials said he had become unruly. According to court papers, the Department of Corrections said Card threatened to kill a guard, kicked his cell door, spat in a guard's face and fondled himself in front of an officer. Inmates in five-point restraints lie face-up with one leather strap around their chest and straps around both ankles and wrists. With one possible exception, the judge wrote, there were significant lapses of time between Card's disruptive behavior and the use of restraints. Read the article.
