Some of the state parks benefit from CS workers. I have been asked about the propriety of giving 2 hours credit for each hour worked if the work involves specialized skills or the worker brings his own tools. The local probation department is fine with this practice as long as it is administered fairly. The CS workers tend to gravitate towards those workplaces, which puts the park at a disadvantage if it doesn't play along too. Has anybody heard of this before? Any thoughts or comments?

I believe the proper way to reward the greater value of skilled, highly efficient, or valuable community service is by the Judge modifying the conditions of probation to a reduced number of hours.
