Fact Scenario:

Dealer makes offer to sell CS to Buyer through Facebook. Dealer lives in Dallas County and Buyer lives in Bosque County. Dealer leaves Dallas to make delivery in Bosque County. Dealer gets stopped in Hill County. Dealer is arrested for POCS in Hill County with the agreed to amount of CS.

Dealer has made overt act to complete the delivery. What is the proper jurisdiction for the Delivery by offer to sell? Dallas, Hill, or Bosque.
