We are running into a problem with defendants who are indicted but not under bond or in custody for 20.22.

Our County uses the Odyssey system for Tyler technologies for both the courts and law enforcement.

Does placing the indictment in the system make it "public" for purposes of this statute?

If so, how are other counties handling this situation? We are having problems entering the warrants to get these people arrested in order to get the cases started.

We use Odyssey, and the clerk's have come up with a system so that the public doesn't see it under these circumstances until the warrant is served. We also don't list those cases in the grand jury report that otherwise lists actions of the grand jury.

Same as John. We use Odyssey, but the district clerk's office "secures" the case if there has not yet been an arrest.

Have your district clerk speak to ours, Sharena Gilliland, about how they do this.
