An interesting question has arisen about Open Carry. A city is doing emergency planning and has designated multiple city-owned or city-leased community centers as emergency shelters for evacuees in emergency situations. The city wants to limit the carrying of guns when those shelters are activated and in use during emergencies. Can the cities post 30.06/30.07 notices on those centers during the time of the emergency?

30.06(e)/30.07(e) state that there is an exception to both criminal statutes where the property is owned or leased by a governmental entity. I have seen nothing that indicates that the exception is removed or invalidated in a "emergency" situation.
