Experian will answer a subpoena for a credit report, but they will file a MTQ unless you get a judge to approve the subpoena. I don't have a contact point. Dunno about the other.

The attorney general directs all support payments to go through the Disbursement Unit. I believe they all go to San Antonio but it may be different in your region. If it is not an attorney general case it might still be directed to go through the disbursement unit. Check the decree and speak with your attorney general.
