What are your thoughts on whether fake DLs can be charged under Penal Code (37.10 or 32.21, or any other section) or does in pari materia limit the prosecution of fake DLs to Transportation Code section 521.451(a)(1) (Class A misdemeanor).

The specific statute controls over the general one. It may be a Class C, B, or A. See Trans. Code Sec. 521.451 and 521.456. If under 21, see Sec. 521.453.
