Where a child lives in the County, but attends public school in a City and leaves school without parental consent with a person not authorized to pick the child up from school and parent reports the child as a runaway/missing person, which of the following agencies takes the report: Sheriff's Office, City PD, or ISD PD? We've got a dispute between them.

Any citations to authority would be greatly appreciated!

I am not an attorney, but I have always been taught that you can't run away from school and the report should be filed in the city where the child lives.

Having said that, it doesn't really matter anymore as CCP 63.009 requires an agency receiving such a report to "immediately start an investigation" and enter the child into the system.
