My County appears on its way to having its first industrial size commercial wood chipper, soon to be creating mountains of wood chips.

Is there much we can do in advance to try and keep the location safe, or do we have to wait until we have 10 acres of smouldering wood chips filling the sky with smoke before taking any action?
