Travis grand jury calls on House to discontinue 'ghost voting'
But body says members aren't criminally liable for voting for other members who are absent.

A Travis County grand jury today issued a report calling on Texas lawmakers to cease the common practice of voting electronically for colleagues who are not at their desks or to change Legislature rules that prohibit the practice.
