Having a lot of illegal dumping of garbage on county ROW...but can't catch the dumpers. Commissioners considering offering reward for info etc. anyone ever done this? any pros or cons or simply don't do its?

Is there a Crime Stoppers program in your area, and would they be willing to profile the crime? No need to create a new reward fund if this would work.
