Is inmate visitation within the discretion of the Sheriff?

Have an inmate who wants to put his victim on visitation list. We, of course, would like to stop this.

37 TAC 291.4, part of the minimum jail standards regulations, provides that your jail must have and implement a written inmate visitation plan, which was supposed to be approved by the Texas Commission on Jail Standards, governing such things as selection of visitors. Get a look at what your sheriff has had approved.
