Usually you need at least 3 to charge with Engaging in Org Crim Activity. However, I thought you only needed 2 if the 2 defendants were both members of the same street gang. Maybe I dreamed it because I can't find it in the penal code, but before I gave up I thought I'd check and see if anyone knows where I might have gotten that idea.
