California would allow noncitizens to serve on juries under a proposal being considered by state lawmakers, potentially expanding a fundamental obligation of American life to millions more people. What do you think? Details.

sounds vaugely unconstitutional to me..... However, I did see a case once where the Defendant argued that he did not get a jury of his peers....because the trial was held during hunting season, because he was a hunter and because his peers (other hunters)made themselves unavailable to the jury pool so they could be hunting........ It didn't work...ingenuous, but it didn't work....
