Criminal enforcement of temporary ex parte protective orders

Now that 25.07, TPC, provides for criminal enforcement of temporary ex parte protective orders if the ex parte order has been served, how is law enforcement determining whether/not it HAS been served, for example, when they answer a call at 2:00 a.m.?
