I saw that the CCA agreed to hear 17 State's petitions from the 10th Court. Are these cases related?

Yes. They all involve whether the State can appeal where the trial judge grants a dismissal of the charge during or at the end of trial at the request of a defendant. See Dix and Dawson, Criminal Practice and Procedure, sec. 43.198, 43A Tex.Prac.Series at 528 (West 2001). The majority in Waco said no.
