Federal HR100 went into effect in December, 2003. Several judges in a certain county or of the opinion that it affects bond forfeitures. The D.A. in that county is arguing that bond forfeitures are criminal in substance, but follow the rules of civil procedure and thus HR100 does not apply, however, he is also honoring the spirit of the law and postponing cases against active servicemen. Any thoughts?
