Anyone have experience with "disabled individual means a person older than 14 years of age who by reason of age... is substantially unable to protect himself from harm..."? Is evidence of "unable to protect" necessary or just proof of age?

You have to prove they are substantially unable to protect themselves from harm or to provide food, shelter, or medical care for themselves. You can't just prove that they are really old.
